Eng., Deputy City Engineer INDUSTRIAL ARBA - DRAINAGE STUDY OF CONSULTANT That UMA Engineering Ltd. be appointed as consulting engineers to undertake the drainage study for the southeast industrial area at an estimated upset fee of $64,800 with funds coming from Drainage Development Cost Charge Account. That the computer used for Engineering Department water, sanitary and storm sewer models be upgraded at a cost of $9,600 with $3,200 from Drainage DCC’s, $3,200 from the Water Capital Reserve Account and $3,200 from the Sanitary Sewer Capital Reserve Account. ' That the City purchase the updated model of the "HYDSYS" Drainage Program for approximately $2,200. In May 1991 the Engineering Department was authorized to call for proposals for a Drainage Study of the Southeast Industrial Area. Five consultants were invited to submit proposals however one, Associated Engineering Ltd. had to decline based on their own current work load. We received full proposals from the following four consultants: COMPANY UPSET FEE 1) Reid Crowther and Partners Ltd. $71,943 2) Dayton & Knight Ltd. $67,800 3) Delcan Corporation | $66,352 4) UMA Engineering Ltd. | $64,800 Each engineering company’s project tearn was interviewed by the Deputy City Engineer and staff arid were asked to demonstrate their knowledge of the proposed work and their methology in completing the work on schedule and within budget. The project teams offered were fairly even. however we felt that UMA Engineering and Dayton & Knight demonstrated the best over all proposals. U.M.A. Engineering came in-slightly. ahead based on their particularily strong background in modelling and computers. | Based on technical merit firstly and price secondiy i am recommending that UMA Engineering Ltd. be appointed for the Southeast Industrial Area Drainage Study project at a cost of $64,800.
