THE CORPORATION OF THE CITY OF PORT COOUITILAM -2- had been assumed that the extension of Elgin and the extension of McAllister were both going to be closed. The Committee considered a number of possible alternatives for the future development and arrangement of access to the City- owned lands which have been Proposed for Court House use. The problem at this time is that we do not know whether the Court House will actually locate there or how the lands will develop if the Court House does not locate there. The Committee felt that the existing lane which provides service to the back of the commercial development must eventually go through to Mary Hill Road. Therefore, the Committee recommends the following: 1) That the extension of Elgin Avenue remain open for possible future use either as alternate access to the Court House or as access for the lane. That the City acquire title to the full width of the McAllister extension. That the City dispose of a five-foot strip of the McAllister extension adjacent to the proposed development in order to allow the building to be shifted five Fant south. t sideyard on the north side. The building would then satisfy the requirements of the Zoning By-law with regard to sideyards. By doing the above the City retains title to a 28-foot strip of the McAllister extension which can be added to the four remaining lots.on Mary Hill Road in order to produce a more viable future commercial development. (See attached sketch) The Committee also discussed the access to the underground parking and recognized the fact that, although the location of the entrance is poorly situated in relation to Elgin Street, the project has gone too far for it to be changed now. Iam not certain what arrangements have been made for disposal and collection of garbage from the residential developments. I would assume Council would not want this in front of the building. It may be necessary to require the developer to extend a lane along Elgin alongside the development in order to provide a place for storage and pickup of a commercial garbage container.
