Eng., City Engineer Walter Mitt for Item I ITEM I Re: Servicing Requirements ~- Walter Mitt Apartment on Atkins The reasons for the changes in servicing requirements between Mitt's application for Land Use Contract and his application for rezoning were explained to him. Part of the increase in cost was due to inflation and part of the increase was due to a reconsideration of the work that should be done. Mitt objected to having requirements added on after he had made arrangements for his financing. After much discussion it was decided that an exchange could be made whereby Mitt would not be required to extend the storm sewer across his full frontage. This extension would be required of the next developer to the east. In return the developer to the east would not be required to pay back the cost of Mitt's extension of the watermain. This exchange would result in an immediate Saving to Mitt of about $5,000.00 but in a reduction of the future refund by about $3,000.00. This would leave Mitt with an actual increase in costs of about $800.00 over his August 1978 estimate. The Committee recommends that Walter Mitt's requirements be adjusted as described above. ITEM II Re: Revised Water Development Cost Charge By-law The Engineer reported on his trip to Victoria with the Water Development Cost Charge By-law. On an initial review of the by-law, officials in Victoria could see only one problem and this problem relates to the City's subsidy of development costs. In our schedule 6 of supple- mentary information to the by-law, we showed varying degrees of assistance for the different areas. This apparently is unacceptable. The Inspector of Municipalities will not allow one area of the City to be subsidized at a higher level than another area. The percentage subsidy must be equal right across the City. l2.00.
