July 24th, 1978 A regular meeting of the Municipal Council of The Corporation of the City of Port Coquitlam was held in the Council Chamber, Port Coquitlam City Hall, 2272 McAllister Avenue, Port Coquitlam, B.C. on July 24th, 1978. His Worship Mayor J.M. Campbell, Aldermen J.J. Keryluk, E.W. Mabbett, P.F. Ranger, and M.A. Thompson in attendance. Also in attendance were Chief Administrative Officer L.D. Pollock, City Clerk R.A. Freeman, City Engineer F.E. Peters, P.Eng., Fire Chief W.S. Wingrove, Planning Officer L. Lee, City Treasurer J.G.S. Maitland, Works & Utilities Superintendent G.W. Ulmer, and Mrs. M.K. Warwick. CONFIRMATION OF MINUTES: Moved by Alderman Thompson: Minutes —- July 10/78 Seconded by Alderman Ranger: That the minutes of the regular meeting of this Council held on July 17th, 1978 be taken as read and adopted. Carried. DELEGATION: The City Clerk advised that a delegation was in attendance with Delegation re Day Care/Pre Schl. respect to the need for Day Care/Pre School facilities in the City. Ms. facilities need Nora Wurzhuber, representing the group of concerned parents, addressed the Council and briefly outlined the present need for such facilities and also the problems being encountered with respect to obtaining zoning for such an establishment, and further that the last time the Council had considered the matter in depth was in 1973 and considerable growth had occurred since that time. Mrs. Sue Leest advised that a survey of four areas of the City had been taken during the past week and a petition of some 200 names was to be presented in support of their request. Mrs. Mary Brown, Community Care Co-ordinator for the Simon Fraser Health Unit, was in attendance and outlined the requirements for Group Day Care and Nursery School facilities with respect to Provincial regulations concerning size and staffing. Mrs. Pat Brown, operator of a pre-school in Ranch Park in the District of Coquitlam, advised that her property J had been zoned for a pre-school day care use and was accepted by the neighbourhood as such and no problems due to increased traffic were experienced. Mrs. Brown further advised that a large number of her students were Port Coquitlam residents and an additional 17 from Port Coquitlam were on a waiting list. A further discussion ensued during
