He pointed out that a- public works report had ‘suggested the washrooms would be better located in the library expan- sion, because they would be easier fo maintain. Hallock referred to this same report as the one council had “pushed aside". - The question was called, and the motion was defeated by Sheridan, King and Darry! Laurent. Sheridan and Laurent then made a second motion; to accept the lowest pro- posal. This motion was carried, in Spite of opposition from Hallock and Takhar. Hallock says she changed her mind on the washroom project after receiving a personal letter from a Terrace resident. The letter outlines several concerms. It describes the building as an "eye- sore” that will be the target of vandals and the cost of construc- Rezoning — should be perceived as a vote against development." The next item on the agenda was a letter from Chamber of Com- mierce president Doug Smith ask- ing city council to reconsider their position on rezoning for rental accommodations. In his letter, . Smith writes: "Itis the view of the Terrace and District Chamber of Commerce executive that these decisions do not reflect the estab- lished need for rental accommoda- tion in the city. Taxpayers will be paying for things like maintenance and "providing paper products to all and sundry", The writer of the letter suggested the library expansion was the best answer, but while we wait, perhaps the city could negotiate a deal to use the washrooms in the Copper- side store across the street. Copies ‘of the letter were circulated to all city aldermen, but never put on the public record by placing it on the council agenda. There were four other tenders submitted for the project; one from Richmond and three from Terrace. Playtech Distributors Inc, of Rich- mond said they could bulld the washrooms for $42,400 while J. Phillips Contracting offered to do the job for $49,750, Sandhals Construction put in a bid of $55,381 and Soucie Enterprise Ltd. said the project was worth $86,000. — Continued from page A1 modation is and will continue to be a critical factor in growth."
