December 8th, 1975 Seconded by Alderman Keryluk: That the "City of Port Coquitlam Curfew By-law, 1975, No. 1382" continue in force for a further six months. Carried. Alderman Thompson voted against the resolution. Prior to passage of the foregoing resolution, a discussion ensued, and Alderman Ranger pointed out that the By-law has not created a hardship or transgressed anyone's civil rights after being in force for six months, and that he thought a standard had been set in the City as to the time certain age groups should be in their homes. Alderman Mabbett inquired whether juvenile crime in Port Coquitlam justifies a Curfew and Inspector Young stated he would have to say "yes" because through cur permissive society youth have become rather "freewheeling" and parents have gone along with this to a great extent. At the conclusion of the discussion, Mayor Campbell thanked Inspector Young for his presentation this evening, and the latter then left the meeting. UNFINISHED BUSINESS: From the City Clerk, December 3rd, 1975, advising of a Notice of Motion made by Alderman Laking at the previous meeting that he intended to submit this evening concerning the request of the Department of Housing to approve the minimum frontage exemption reauired for a propose. subdivision of Lots 50 & 51 on Chester Street (purchased by the Department of Highways for a highway widening project) that was denied as a resuit of his negative vote thereon; and of his request that a representative from the Department of Highways be in attendance at this time. The City Engineer advised that because of the time involved in contacting the Department of Housing it was not possible to arrange for the attendance of representatives this evening: however, they are willing to come if Council so wishes to explain their intention which basically is to rent the house when the work is completed; further, he stated he had been advised by the Department of Highways that they would be prepared to attend, but very reluctantly, as they are still involved in negotiations with property owners in that area. Alderman Laking stated the property that concerned him was that immediately North as the house located thereon will be only about 3' from the edge of the highway. Alderman Thompson inyuired what the Department has done that he could not do if he owned the property, and the City Engineer advised that to the best of his knowledge, nothing has been done in contravention of any City By- law. /3.
