2.3 2.4 3.0 3.1 4.0 4,1 4.2 4.3 4.4 -2- A meeting was held with Peter Boyle and Bryan Evans (Principal - Citadel Middle School) on September 2, 1994 to discuss the matter of piloting the concept of reciprocal use at several schools. The proposal was for us to pilot the concept of reciprocal use at Citadel Middle School, Kwayhquitlam Middle School, Coquitlam River Elementary School and Hazel Trembath Elementary School. The creation of a reciprocal use agreement is in the best interest of all parties involved. This small “pilot” project will provide us with valuable insight before we begin negotiating much larger agreements at Reeve Street, at the future Riverwood schocl site, and eventually, for all community schools. Alternatives: The Parks and Recreation Committee may either choose to participate with the School District on this pilot project or choose not to participate. Financial Implications: The financial implication of this pilot project is relatively minor. Of the four schools, only one has a grass field that we would be required to maintain. And, dependent on the weather, there is quite likely only one to two months left in the growing season. ‘The second function we would be taking on would be booking after sck.ool use of designated facilities in the schools on behalf of the community. It is anticipated that this function may take a little tirne in the beginning as we load the “spaces”, but we do not expect the process of actually booking the facilities to be that time consuming. One of the outcomes of this small "pilot" project would be to get a better understanding of the possible implications (financial and otherwise) requiring resolution when drafting any future major reciprocal use agreement. The City of Port Coquitlam invested a substantial sum of money (approximately $85,000) into upgrading the new grass field to our standard. The School District has openiy acknowledged, from the beginning, that they do not have the funds to maintain this field to the satisfaction of the community. This "pilot" project will ensure that this field is maintained appropriately while we work through the process of developing some sort of reciprocal us¢ agreement. — _ 2 Pe et mace ade tt test zen 7
