V3C 2A8 Dear Sirs: Re: Young Offenders Act The Council of the District of Metchosin, in support of the Colwood Detachment of the Royal Canadian Mounted police, recently passed the following resolution: "Whereas the B.C.A.C.P. Auto Theft Study (Whistler meeting, 9 September, 1993) revealed that 95% of vehicles stolen were recovered, and 90% were damaged, with joy-riding as the prime motive; And whereas most auto thieves are teenagers, 65% are multiple offenders, and half of them state that they come from comfortable to well-off home environments and they generally get along with their parents and like living at home; And whereas 0% do it for fun, 73% to steal parts or goods for themselves and 48% do it to show off; And whereas offenders are knowledgeable of police investigative techniques, they know that stealing cars is easy, and no real punishment is given to them; And whereas police feel sentencing is ineffective and the Charter has hampered police investigative efforts; Resolved that the District of Metchosin urgently request the federal government to amend the Young Offenders Act to 1, provide sanctions for stealing cars sufficient to deter potential offenders; 2. assist police in preventing this crime; and 3. make young offenders accountable for their actions, including restitution of costs of repairs."
