Dear Sirs: RE: Lincoln Park Subdivision Phase 4 We have now sold or developed all of the lots in Phase 1 and most of the lots in Phase 2 of this project. We are now commencing installation of services in Phase 3 and it should be completed in 60 to 90 days. At the present rate of sales, it seems likely we will have 75% of the lots in Phase 3 sold before year-end. In order to keep a supply of lots available for the winter, we would have to commence servicing of Phase 4 in late fall. This of course will run us into the wet season and make construction more difficult and expensive. The detailed engineering design and the final subdivision plan for Phase 4 are now complete. Our contractor is prepaid to move in to do Phase 4 as he completes Phase 3. We would therefore like permission to install the services in Phase 4 at this time even though we have not sold 75% of the lots in Phase 3. What we propose is that you authorize your staff to approve our Phase 4 engineering drawings and inspect the services as they are being installed. They could also review but not sign the subdivision plan. In this way you would be able to withhold registration of the subdivision plan until. we have 75% of the lots sold in Phase 3 and we could take advantage of the good weather to install services.
