From the Environmental Protection Committee, February 4th, 1977, stating that Mr. Jack Homes, Secretary-Manager of the Society for the Prevention of Cruelty to Animals, had spoken to the Committee at its meeting on February 3rd, 1977, and had advised that in order to implement full comprehensive animal control with the Tattoo Programme, it is necessary to have an amendment to the Municipal Act; and although a resolution to that effect was endorsed by the Union of British Columbia Municipalities and Lower Mainland Municipal Association in 1975, no action has been taken thereon to date; also, that funds are applied for under the Young Canada Works Programme to employ students for dog licence canvassing and the carrying out of a survey for the S.P.C.A. during the summer months. Moved by Alderman Keryluk: Seconded by Alderman Laking: That the following resolution endorsed by the Union of British Columbia Municipalities and the Lower Mainland Municipal Association in 1975, be adopted and re-submitted for consideration at the September, 1977 U.B.C.M. Conference and well as being forwarded again to the L.M.M.A.: "WHEREAS Chapter 255, Section 871(2) of the Municipal Act provides for the impoundment of dogs unlicensed or unlawfully at large; AND WHEREAS there is often difficulty in establishing the identity of the owner of any such dog; AND WHEREAS an easy means of identification of the ownership of dogs would enhance the municipal control of the same; THEREFORE BE IT RESOLVED that Chapter 255, Section 871(2) be amended by adding "(e)" as follows: (e) Provide for the identification of the owner of impounded dog by tattooing such dog before releasing the same tr tie person claiming ownership, and provide for fixing a fee for such tattooing."Carried.
