We therefore move,

"That the two Councils go on record as favouring
! the establishment of a Coquitlam River Board",

Such Board, in the Committees' view, should have as its terms of reference

+ provision of adequate flood control in the river
valley.

It is envisioned that land use, aS now, would remain with the appropriate

present authorities (usually provincial or municipal).

Further, the Board, in the Committees’ view, should be bound by the

following priorities in its management practices.

" . 1. Flood control should receive first consideration

in any management scheme, The Committee feels

that this is essential due ‘to the present relatively
high level of urban development in parts of the
downstream area, .

2. Management of river flows should recognize the
po position taken by both Councils that future
: development along the river should be for recreational

purposes,
