Pollock City Administrator Re: Road Exchange By~law No. 1660 We have been attempting to properly define, by legal survey, the current boundaries of the Coquitlam River channel. Part of this process involves cancelling some road allowances that lie in the present River channel and the dedication of some City-owned land to the Crown which aiso lies in the main River channel, The main Purpose in pursuing this River survey is te enable the City to raise Title to several parcels of land which have been City-owned for many years but for which the Land Registry Office would not issue Title until the legal boundaries of the River have been established. As Council is aware, the River boundaries shown on most 3f the City maps have been set by various surveys over the years depending on where the high water mark was at the time of survey and these old survey boundaries do not necessarily coincide with the actual location of the present River channel. The legal survey process will, then, establish two things: 1. Establish once and for all, the location of the River channel. 2. Permit the City to raise Title to a fair quantity of land bordering the River. The first step of this Procedure is to cancel the roads that lie within the present River channel and this is most easily accomplished by the Road Exchange By-law which is attached. The By-law exchanges the old road allowance which linked up Marpole, Whyte and McAllister Avenues along the River for a new road allowance on City-owned land. This road allowance has been placed in such a way as to accommedate the existing large diameter watermain. This does not necessarily mean that the road would have to be constructed in this position and prior to any road actually being constructed, if Council decides on an alternative location in the future, a cimilar Road Exchange By~law could be passed. The main thing is for the process of cancelling the unwanted road allowances, the easiest route is by way of a road exchange as set out in this By-law.
