This Section only becores operative, however, if develcznent is taxing place. If a property cwner sees fit to sinply destroy the trees end strears without recourse to development we are poverlesa to act and, in fact, one cisgruntled potential developer has already pointed out that by levellicg all the trees before applying for a Land Use Contract he removea the necessity of negotiating with ua on which trees to leave later on. For these reasons, snd to protect the righte of all residents in developing areas we have requested en addition to the Municfpal Act to permit regulation of dadiscrizinate alteration of natural features on private land. This request has been unanirously endorsed by the Lower Mainland Municipal Association and by the Union of Ncitish Coluzbia Municipalities and will be reaching you shortly. I ask for your favourable and early consideration that we may move to prevent the type of indiscriminate and insensitive actions that took place four years age on south Mary Hill and are now taking place elsewhere in our City.
