Ngee ee THE CORPORATION OF THE CITY OF PORT COQUITLAM MEMORANDUM Project No. 808 DATE: November 27, 1993 TO: Igor Zahynacz, P.Eng City Engineer FROM: Russ Mammel, Supervisor of Design & Technical Services SUBJECT: BIRCHLAND SCHOOL - STRATFORD ST. DROP-OFF AREA This drop-off area at the end of Stratford Street, shown on the attached sketch, has a congestion problem for those short periods before and after school. The school has extended this area to the east, to provide additional parking space. There is a large open area in the center of this turn-around, with no direction for the drivers telling them how to circulate or where to park. Subsequently, parents are parked all over the place, blocking driveways and other parents wanting to exit. The Vice-Principal has placed traffic cones in a circle to organize the cars into a one-way only pattern. This helped the problem of cars parked up the middle, but he is looking for a permanent solution. | One possible solution may be to construct a raised median in the center of this space and lay out a different parking arrangement, as shown on the attached sketch. The existing parking is similar to that shown but is at 90°. By using angled parking a combination median/walkway could be installed through the center. | an ‘The turning radius poses no problem for passenger cars, however large trucks (fire, garbage, snow clearing) cannot make this turn if the parking area is full. -
