CITY OF PORT COQUITLAM NORTHEASY SECTOR DEVELOPMENT STRATEGY A Comprehensive Developacnt Planning Program EXECUTIVE SUMMARY INTRODUCTION: The City of Port Coquitlam initiated the Northeast Sector Development Strategy Plan in 1989. This plan was prepared by & technical team including City Staff (Engineering, Planning and Finance Departments); Urban Systems Limited and Peat Marwick Stevenson Kellogg ~ all under the direction of a Steering Committee of Gouncil, Senior Staff and Municipal Affairs representative. The purpose of this report wae to integrate land use planning infrastructure planning and city financial planning, and to recommend a development strategy for the Northeast Sector of Port Coquitlam. Financial Compared to similar communities, Port Coquitlam has a high per capita savings and a low debt joad, indicating some capacity for new infrastructure investment; however, existing residential taxes are high and there is not much ‘room for existing taxpayers to pay for development of the Northeast Sector. Based on 1989 data, new single family lots would increase city revenue by $1479/year, but increase City expenditures by 1452/year. Multi-family . development would result in a slight loss, while industrial development would provide the greatest gain in revenue over expenditures in the Northeast Sector. Land Use ~ (See attached Fig. 3.2) \ The Northeast Sector is 535 ha (1,322 acres) in area. Riverwood contains 120 ha (potential 2112 singie and multi-family units), the Golf Course contains 56 ha, the Dominion Triangle contains 1l7ha and the remaining area west of Fremont 242 ha of existing agricultural land. The estimated development demand in the Northeast Sector is approximately 300 residential units/year plus 10 industrial ha/year, ie. 10 years supply of residential and industrial land in Area 1 (Riverwood and Dominion ) Infrastructure Requirements The following infrastructure services are required to develop Area 1: ) Roads — $ 26,859,000,00 Drainage ¢ 13,012,000.00 Water ¢ 2,261,000.00 Sanitary Sewer $ 1,449,000,00 Total $ 43,581,000.00 ee ae
