Tom Jones and his wife, both over 70, both with heavy medical and drug bills, but whose last year’s taxable in- come was $1001, made one dollar over the limit, so don’t call us, Tom, we'll call you! Oh, yes! You can see how this Bill covers all the poor, the sick and the aged in B.C.! INSURED AGAINST LOSS Granted, profit making insurance plans can not be “certified carriers” under the Bill, BUT Section 4 provides for the “pooling of risks” out of a $1,- 000,000 fund provided by the taxpayer, so the insurance companies can direct all their “poor risk” cases to a “certified carrier’ under the Bill, then base their own rates and profits on the cream or low risk cases. Like Bob Strachan said — they can’t lose. The silence with which they have so far greeted the Bill, which supposedly leaves them out in the cold, eloquently expresses their happiness. There are three other sections worthy of initial comment. Section 5(2)(d) allows all plans taking part to refuse to accept new applicants during nine months of each year. Section 7 and Section 9(h) give the government authority to select an ad- visory committee and to give this com- mittee any powers it likes. Finally, Section 9(k) appears to pro- vide for that magic potion to solve all medical coverage problems prescribed at every opportunity by Dr. Peter Banks, president of the B.C. Medical Association, the “deterrent fee” described by Mr. Jus- tice Hall as a tax on the poor. The section says the Cabinet can make regulations to provide for “sup- plementary fees.” MEDICAL COVERAGE To summarize: If your grandma says she’s covered by Dynacare, she may well be — provided her income last year was in the right bracket, provided she can pay the balance of the premium, pro- vided M.S.I. is not closed down for the next nine months, and of course provided she can cough up a supplementary fee if the doctor orders it.
