YANK DICTATION By JOSEPH NORTH HAVANA—The Cuban govern- ment recently told the world that war is not inevitable and that it strives for peaceful solutions but that imperialism cannot act like “pirates,’’ disregarding interna- tional law and the charter of the United Nations. The declaration was madé at a special meeting of the cabinet and the leaders of the integrated revolutionary organization, on Nov. 25. President Kennedy’s statement at last week’s press conference was the main subject of the meeting. “Respect for international law is an indispensable condition for coexistence of the nations of the earth’”” the Cuban government said, independent of their social or economic order.
