Communists state views on Confederation crisis at Royal Commission hearings The Royal Commission on Bilingualism and Biculturalism can only fulfill its responsibility if its terms of reference are broad enough ‘‘to receive and study the opinions of the Canad- ian people with respect to all factors in the relationships between French and English Can- ada, and with respect to the desirability of constitutional changes designed to fully guar- antee the equality of rights both of French and English Canada.”’ This is the conclusion of a brief presented last Thursday to the Royal Commission’s ses- sion by the National Executive of the Communist Party of Can- ada. ~ * * Submitted by national organiz- er Nelson Clarke, the Commun- ist Party brief welcomes the Commission’s action in allow- ing public representation to be made on the terms under which the Commission is established. The brief states that the terms of reference which instruct the Commission ‘‘to recommend .what steps should be taken to develop the Canadian confedera- tion on the basis of an equal partnership between two found- ine races; >... *’ could. offer the possibility of the kind of study which is urgently needed. The brief criticises the use of the term ‘‘race’’ as unscientif- ic. It also expresses disagree- ment with the terms of refer- ence which open the way to deal- ing with two distinct sets of questions—those having to do with constitutional relations, and those having to do with language: and culture, Pointing out that the terms of reference also provide that the Commission ‘‘take into account the contribution made by other ethnic groups to the cultural en- richment of Canada,’’ the brief says: ‘“‘The Communist Party has a very deep appreciation of the contribution of the peoples of other than French or British origin who have migrated to our country.
