Dear Ms. Rauh:

Enclosed is a certified copy of GVRD Parks Loan Authorization Bylaw 765 to authorize the
borrowing of $3 million for acquisition and development purposes in regional parks. Bylaw 765
was given three readings by the GVRD Board of Directors at its meeting of November 26, 1993.

_ Also attached is the report to the Board, which may provide you with additional information
regarding the bylaw, and a certified copy of Bylaw 760 to adopt the GVRD 1993-2000 Capital
Expenditure Program. oe

In keeping with provisions of the Municipal Act which requires the approval of two-thirds of
participating memer municipalities, I am asking for your assistance in bringing this matter before
Council with a request that they adopt the following resolution: "That the Council of the City
of Port Coquitiam approve the adoption by the Greater Vancouver Regional District Board of
Directors of Bylaw 765, a bylaw to authorize the borrowing of $3 million for the acquisition and
development of regional parks.". If you have any questions or concerns regarding either the -
