3.0 STUDY PROCESS A committee composed of staff from the City will be established to coordinate the preparation of the concept plan. The Project Coordinator for the City will be the Recreation Manager/Deputy Director. The consultant will work with this statf committee throughout the process. The proposed process for this project is as follows: 1. Following the awarding of the contract, the consultant meets with the staff committee to review the terms of reference, the study process, methodology, timing and data requirements. The consultant prepares an inventory of land parcels along the system corridor. (See section 4.0 for more details). The staff committee reviews the inventory, revisions as necessary. The Staff Committee will report regularly to the Parks & Recreation Committee on the progress of the study. The consultant identifies possible networks of trails and vistas of recreation and interpretive importance in the City, and determines potential connections of the trail(s) to other trail and bicycle corridors proposed by the Greater Vancouver Regional District (GVRD), neighboring municipalities (District of Pitt Meadows and City of Coquitlam) and within ยข City of Port Coquitlam. The cox:sultant investigates a theme or themes that incorporates the recreational and interpretive significance of the trail(s). The consultant 4.signs and conducts a public consultation program to obtain feedback from the prblic, local special interest groups and associations. The Staff Committee and the Parks & Recreation Committee will review altemative trails and potential regional connections with the consultant, revisions as necessary. 9. The consultant determines trail standards for a variety of users, including walkers, joggers and bicyclists and persons confined to wheelchairs. 10. The consultant establishes criteria for final trail selection and submits final report. 4.0 CONSULTANT WORK PROGRAM The consultant will be responsible for the following: 1. Reviewing relevant background materials, some of which is listed in schedule 1. ~~ Preparing an inventory of current land uses, property values, ownership and physical chacacteristics of all land parcels along the proposed trail(s) network.
