THE CORPORATION OF THE CITY OF PORT COQUITLAM Bryan Kirk October 12, 1988 City Administrator T.M. Chong, P. Eng., City Engineer SUBJECT: Traffic Problems at Central and Lady of Assumption Schools (Public Works Committee Meeting October 4, 1988.) RECOMMENDATIONS 3 1. That pavement markings indicaving a crosswalk ahead be painted on both approaches to the following crosswalk locations: a. On Shaughnessy Street at Central Avenue b. On Shaughnessy Street at Fraser Avenue That the pavement markings budget be increased by $500 to cover the estimated cost for the above works and what these funds be taken from the 1988 Public Works Unallocated Capital Works Budget. That a letter be forwarded to School District 43 supporting the local residents' request to ave an adult crossing patrol for the crosswalk on Shaughnessy at Central. BACKGROUND AND COMMENTS : at the last Public Works Traffic Committee Meeting, two delegations representing local parents submitted requests to have additional traffic control deices and measures implemented at the crosswalks located on Shaughnessy (Central Avenue and Fraser Avenue). In reviewing the traffic concerns raised at these locations it became apparent that the nature of these crosswalks warrants the painting of pavement markings on the approaches to provide additional warning to motorists. It was also apparent that motorists are failing to yield the right-of-way for pedestrians on these crosswalks. In discussing these concerns with the local parents the Committee recognized the need to undertake further traffic studies at these locations to ascertain whether or not further traffic control devices and measures are warranted. In the interim, the Committee is hopeful that Council will support the recommendations contained herein to, at least, ease some of the concerns raised by the delegations. The R.C.M.P. have already been formally requested to arrange for addi*:.onal traffic enforcement at these locations. WGhae leo TMC/al for T.M. Chong, P.
