THE CORPORATION OF THE CITY OF PORT COQUITLAM i ¢: MEMORANDUM TO: City Administrator April 23, 1987 FROM: City Engineer SUBJECT: Sewer Service for’ 1980 Harbour Street - Public Works Committee April 21, 1987 Recommendation: That the City pay for the installation of a Private sewer Pump and force main to serve 1980 Harbour Street provided that The owner Pays the standard sewer connection fee of $1,090 and that the estimated cost to the City of approximately $2,000 be taken from the unallocated funds in the Sewer Utility Budget. Background and Comments: Although a sewer Passes by the above property on Harbour Street, it cannot be serviced by conventiona! means because the house is lower than the Sewer. Sewer service would ultimate]. have been provided to this house from the back when subdivision for residential development took place. However, the owner, instead of developing the Property, solid it +o the City for 4 park, thus eliminating the possibility of a gravity connection to the sewer. The septic field from the sewer is partially located on the park property. It is possible to provide a sewer connection to the Property by means of a private sewer pump and force main. A similar arrangement was recently approved by Council for one lot on Pitt River Road. In view of the fact that the City bought the property for park which could otherwise have been developed and sold to help pay for @ sewer in the back, the Committee js prepared to recommend that the City pay the costs of installing the Pump and force main tor the existing house. This work would be. done by a contractor since it would be on private property and the cost including supply and installation of the pump and connections to the plumbing and electricity Supply is estimated to cost no more than $2,000. The other part of the Sé@wer service cost is the actual connection from the sewer main to the property line including an inspection chamber at the Property line. This portion must be done by City crews. It is a requirement of Bylaw 1091 that all properties Capable of connecting ‘nto the sewer, do so at the owners cost.
