Eng., City Engineer SUBJECT: Use of C-900 Water Pipe - Works and Sarvices Committee, February 28th, 1934 RECOMMENDATION: That the attached report from the Assistant City Engineer to the City Engineer be raceived for information. ’ BACKGROUND AND COMMENTS : Under the current Subdivision Bylaw Specifications the use of C-900 water pipe Is allowed within the City of Port Coquitlam. Until recently we have arbitrarily told developers trat we wil! accept only ductile iron water pipe in new developments. The cost savings ‘o the developer of using C-900 pipe are substantial and we have recantiy done comprehensive research to see whether we could accept this pipe. A copy of the Assistant City Engineer's report ts attached. This report finds that we have no grounds for refusing the developers-the use of this pipe which is acceptable in other municipalities. There are naturally differences between the two types of pipe as you would expect with two different types of materials. However, these differences do not affect the capability of the pipe to do the job. We have therefore Informed the developers that this type of pipe is now acceptable to the Engineering Department. in Committee Alderman Gates expressed serious concerns about the use of this pipe based on his own experiences in the District of Coquitiam. In our opinion, the Problems which have occurred in the past with the use of this pipe have resulted because the crews have not recognized the differences between It and ductile iron pipe and have not learned the proper method of Installation and tapping. In our opinion the pipe Is a suitable alternate for ductile Iron provided that the crews have been shown the correct method of Installation and that our Inspectors are also familiar with these methods. The Committee recommended that the report be sent to Councti for information with the note that if Counc!! does have concerns they would need to change the Subdiviston Bylaw to exclude the use of this pipe.
