THE CORPORATION OF THE Cli¥ OF PORT COQUITLAM ITEM IV Re: Parking for Second Step Society The Second Step Society has requested changes in the parking provisions at 2667 Kingsway in front of the building which they are using for their workshop. At the present time we have two parking zones in this vicinity. These are shown on the attached sketch. The building which the Second Step Society uses is located on Lots 37 & 38 which have a no parking restriction. Directly to the east is a 15 minute zone in front of Parcel M which was formerly Lots 34, 35 & 36. This 15 minute loading zone no longer exists because there is a bus stop in front of this parcel. _ It is necessary to retain the no parking zone near the west end of Lot 38 in order to provide visibility for traffic -which is stopped on Westwood. The remainder of the frontage, however, could be corverted to a one hour parking zone since there is a wide boulevard available in front of the building. The Committee recommends that our Traffic By-law be amended to show a no parking zone for the western 75 feet of the frontage of Lot 38 and that a one hour parking zone be provided for the remainder of Lot 38 and for Lot 37. The 15 minute zone which now exists in the By-law in front of Lot M should be cancelled since it isa bus Zone. ITEM V Re: Changes in Specifications for Residential Curbing At the present time, our Subdivision By-law specifications allow two different types of curb to be used. The one is the concrete curb and gutter which is used on major streets and the other is an extruded concrete curb which is placed on top of the asphalt on minor streets. There are several problems with the use of an extruded vertical curb in residential areas. With this curb it is necessary for the developer to locate the driveway crossings at the time of road construction in order to provide a curb let~down for the driveway. This sometimes results ina restriction of the type of house which the builder can locate on the property or a requirement to break the curb and put in a new driveway let-down. The extruded concrete curb also is subject to breakage from heavy vehicles and from snow plough blades. /hewee
