The existing interior stum- page system, of which the north coast mills are part, assumes most logs cut are suy logs that will be turned inte lumber, That works fine for most of the interior, where timber stands are good and sawlags predominate. Here on the coast, however, the degree of rot is higher, and the proportion of logs suitable only for pulp increases. “We're an anomoly to the system,” says Repap forestry manager Archie MacDonuld, If the value of a log is less than the operating costs to cut it. there’s 4 25-cent minimum stumpage charge in effect. That's the fee now being levied in the northwest for pulp iogs, which aren't warth nearly as much as sawlogs. The stumpage on Repap's sawlogs is more than $20. But the 25-cent charge on pulp logs doesn't take into account the fact that at the moment Repap is losing mon- ey on every pulp log cut. MacDonald says the proposal to Zirnhelt would calculate a combined stumpage rate for both pulp logs and sawlags that would take into account the losses on the pulp side.
