-~2- (411) The days and the times of those days upon which it is proposed to have the fire burning. (iv) The type or types of material proposed to be burnt and a reasonably accurate estimate of the amount of such material. (v) The methods proposed to control or abate any possible spread of fire or ot'ier danger or nuisance. (vi) Whether or not some special method of combustion is proposed to promote a "smokeless" fire, (e) No person to whom a special written permit has been issued shall on or in any fire use rubber tires, oil, tar, asphalt shingles, battery boxes, plastic materials, or any similar material which may produce heavy black smoke and any person to whom a special written permit has been issued shall place a competent person at all times in charge of such fire while the same ig burning or smoldering and shall provide such person with efficient appliances and equipment to effectively prevent the same from getting beyond control or causing damage or becoming dangerous and such person shall be kept in charge of such fire at all times until same is completely extinguished and the granting of a special written permit shall not absolve the holder thereof from liability for any damage which may result from any such fire", 2. The By-law is further amended by adding, after Section 4, the following as Section 4A: "4A(a) Section 4 does not apply in residential zones to small confined fireg used for cooking of food in grilis and barbecues and such use on private property, without permit, is herewith authorized accordingly. (b) Notwithstanding the provisions of Section 4 the Council may designate any particular period of time as a "clean-up" period and upon such a designation being made, dry household refuse may, in residential zones, be burned outdoors on private property in daylight hours only during the period of time so designated". 3. Section 6 of the By-law,as enacted by By-law No. 1224, is repealed and the following substituted therefore: "6(a) Every person who sets out, starts, or kindles any outdoor fire, or fails to extinguish any outdoor fires set out, started,
