Ald.Laking re purchase of property - 1065 Lynwood October 27th, 1975 that if the right equipment was available there should be no problem in allowing burning at any time. Alderman Ranger felt that if burning was to be banned it would have to apply to everyone and that if alternative equipment is to be provided (i.e. the 'smokeless burners') the City shculd not be responsible for providing same. Alderman Laking enquired @ about the outcome of investigations re alternatives discussed at the earlier meeting, i.e. the possible use of the North Vancouver Burner and whether or not the Burner at Jack Cewe's operation in the District of Coquitlam was in operation. The Fire Chief advised that the North Vancouver site had been closed down but that Cewe was prepared to set their's up if necessary. Alderman Laking also noted that this matter had been dealt with on numerous occasions in the past with temporary measures resulting from each discussion and that at this time some definite action with regard to a By-law amendment had to be taken at this time and if the revisions proved to be unsatisfactory, a future Council could deal with the review and/or revision of the By-law as required. Alderman Mabbett noted that it must be kept in mind that the City would also be affected by any ban on burning and the increased costs resulting from same but was in favour of the ban providing allowance was made for the operation of the ‘smokeless burners’, should they become available and he also suggested the use of a "chipper' machine for trees 3 to 4 inches thick be investigated. Alderman Thompson expressed concern with regard to persons in the Agricultural area and was in agreement with restricting burning only if the restriction applied specifically to land clearing. Aiderman Laking also advised that persons in the Agricultural Area usually need to burn-off their fields in preparation for plowing earlier than the time allocated for Clean-up Week" and was concerned that some provision be made to permit this. Mayor Campbell expressed concern that if all burning was to be banned, the City could no longer develop roads, prepare civic building sites or even install services in treed areas as there would be no way of disposing of the stumps. The City Engineer advised that the only area in the Lower Mainland for the disposal of stumps was at Burns Bog in the District of Delta. The City Administrator advised that Alderman Laking had given Notice of Motion at the October 20th, 1975 Council meeting with reference to the purchase of property on Lynwood Avenue.
