INTER OFFICE MEMO Mayor and Aldermen DATE: February 19th, 1974 R.A. Freeman, City Clerk Cole Enumeration of Electors - cont'd. Page - 2 - any confirmation that this will be coming about it seems logical that we should follow ‘through with the Province's suggestion and, hopefully, have a good figure ready should it be required. The Council will appreciate that we are reluctant to comment on the various features of the enumeration system as they are really matters of policy not within our jurisdiction. However, we are concerned that on polling day no procedure will now exist to permit a resident owner to vote. Under the system prevailing until now any property owney accidentally - left off the list could, on proof of his ownership, receive a certificate from the Clerk that would permit him to vote. This isnot now the case and although we will be as thorough as possible with our enumeration we are sure that some one will be missed and on polling day the some one will turn out to be a property owner of long standing in the community and we wilh simply. have to tell him that he cannot be permitted to vote at that particular election. We are sure that this will make the individual involved most unhappy - with good reason in our opinion — and we cannot see any reagon why such a person could not be enumerated on polling day and permitted to vote. We have made this point verbally to the Administrative Officers of the Department of Municipal Affairs and intend to express ourselves in writing to them and if the Council agree that the problem should be solved an appropriate letter to AQ. City Clerk the Minister of Municipal Affairs would be of value.
