Bid Evaluation

Bids for the subject contract were opened at City Hall at 4:00 p.m. on
Tuesday, September 18, 1990. Bids were opened by the Purchasing Manager in
the presence of representatives of the City Engineering Department,
Associated Engineering (B.C.) Ltd. and several contractors.

Nine bona fide bids were received, ail, properly accompanied by the
appropriate Bid Bonds. We have carried out an arithmetic check of all the
bids and the totals are summarized as follows:

Construction periods quoted by the bidders varied from 90 to 240 calendar
days. B&B Contracting Ltd. did not quote a contract period, which would be
considered grounds for rejection of their bid.
