In November of 1988, I wrote to the Honourable Rita M. Johnston, Minister
of Municipal Affairs, objecting to the voting provisions in the proposed
legislation for regional districts, As you may be adware, the legislation
Proposes to eliminate the weighted vote for budgets, security issuing and
loan authorization bylaws at the regional district level,
