COMMENTS: The negative tone of the recommendation:.is due to this rezoning's inplications for the City's commercial policy of directing general commercial business to locate downtown or in an established neighbour-~ hood commercial centre, eg. Prairie - Coast Meridian. In view of this precedent an alternative that will not weaken the City's policy should be sought. At present there is a partially constructed building on the property. Further construction and completion of the building is waiting for tennant committment. Unfortunately, the economic slow down has affected demand for highway commercial use. Given this limitation, the owner has sought to rezone the property to attract tennants from a wider variety of businesses. To summarize the dilema, this report is recommending the City's policy of protecting downtown and neighbourhood centres be maintained. As the building presently exists, it detracts from the area as well as the City's image as a whole, it should be completed. The problem is to Find a tennant to complete the building with out injuring. the City's Commercial policy. Potential solutions to this problem include the option of listing potential conforming uses, eg. a Catering Office for the applicant to pursue. A second direction of resolution would be to rezone the property and limit its use to a set of specified activities that. would be acceptable, by way of a Restrictive Covenant. The procedure being recommended by this report is to ask City Counc) to TABLE this report.
