newly installed storm drains rather than the present system of draining
directly to the Creek itself, be investigated. The City Engineer advised
that he would investigate this proposal.

Alderman Mabbett noted the problem which exists with speeding in
the City and the attempts to control this in several areas with speed
bumps, stop signs, etc. and suggested that he feels a lot of the problem
stems from law enforcement and the ‘point' system.

Moved by Alderman Mabbett:

Seconded by Alderman Ranger:

That a letter be sent to the Attorney-General pointing out the need
for a monetary fine system for speeding rather than the ‘point’ system
which now exists in an attempt to control speeding and to assist in
paying for the policing required.

Defeated.
Aldermen Ranger and Mabbett voted in favour of the resolution.

Further discussion ensued regarding the merits of the ‘point’ system
versus fines and the problems involved in policing, etc.

That a letter be written asking that the Attorney-General look at
the question of the 'point' system for traffic offenses and review it to
see whether or not it is doing the job that had been anticipated and if

not to seek some other method of action.

Carried.
Aldermen Keryluk and Thompson voted against the resolution.

Alderman Mabbett noted the condition of the level crossing of the

C.P.R. tracks on the 'old' portion of the Lougheed Highway and discussion

ensued.

That a letter be sent to the C.P.R. requesting that immediate
action be taken to improve the condition of the level crossings located
on the Lougheed Highway and also on Pitt River Road.
Carried.
Alderman Mabbett enquired as to the Closing Time for the Tenders on
the North Side Fire Hall and was advised that Tenders Close at 4:00 p.m
Local Time, Thursday, October 30th, 1975 and the results will be forwarded

to Council as soon as possible thereafter.
