B2 - The Terrace Standard, Wednesday, March 19, 2003 Neighbours are up against a very tall Wal-Mart wall NEIGHBOURS of an ex- pected Wal-Mart develop- ment say they'll be up against the wall — literally. Southside residents at a March 10 public hearing displayed a computer-gen- erated projection of what they fear the view from their backyards will look like if a 35-foot tal! wall is erected just north of them. “We're going to have a lovely view of a Berlin Wall,” said Allan Chester- man, of 4444 Haugland Ave. Chesterman said he has spent $50,000 to remodel his home — essentially turn it around to take advant- age of the view of his backyard and the treed city parkland beyond. “f can't spend another $50,000 to turn my house around again,” he said. “I don’t know which way to turn it.” “It’s going to be very devastating to our lifestyle,” added Laura Biagioni of 4442 Haug- land. Residents are demand- ing at least a 30-fool treed buffer strip between them and any store and they question the logic of giv- ing up the parkland for a riverside trail they say may wash away. rat NEIGHBOURS OF an expected Wal-Mart development used computer gener- cs ated images to register their worries at a March 10 rezoning hearing. This is what the Biagioni family says they'll see from their backyard. that the City of Terrace is about to give away ‘park- land so easily without really much discussion,” Biagioni said. “And know- ing that the park that they’re trading it for is a “T find it very frustrating From Page B1 diminishing asset.” But by last Thursday neighbour Melissa Munn said she was more hopeful, adding the developers have indicated they are sending the site plan back to architects to try to give residents more room. She said they were also assured the building would be 22 feet high. “I feel more optimistic than I did after council,” she said, Big box plan passes hurdle - City officials say they don’t yet have a firm site plan from proponent First Pro Shopping Centres. Most issues raised by the residents — such as the size of buffer strips - will be dealt with by the city when it issues a development permit. Councillors said they don’t want residents to be shut oul when it comes time to decide restrictions and further requirements that will be put on the developer as part of an eventual development permit. The exact store proposal or its identity has not yet been revealed. But the city has been dealing with First Pro Shopping Centres, Wal-Mart's property developer of choice, Council won’t adopt the rezoning bylaws antl the de-' veloper completes the land swap and approval comes from a number of government agencies. Transportation ministry planners say they may require the company conduct a traffic study to determine how motorists on the highway should get to and from the big box store, and whether new traffic lights are required. Another key hurdle is the ministry of water, land and’ air protection. [t must agree to reduce the setback of de- velopment from the river’s edge from the present 60 metres to around 20 metres. That would allow construction of a store of up to 100,000 square feet, the city’s planner estimates. Without that concession, the size of the store that could be built may be considerably smaller - a potential CITY OF TERRACE NOTICE OF PUBLIC INPUT FINANCIAL PLAN 2003-2007 TAKE NOTICE THAT, the City of Terrace will hold a public consultation meeling on March 24, 2003 at 7:00 p.m. in the Council Chambers regarding the proposed 2003-2007 Financial Plan.
