FILE No: EPC Project Engineer SUBJECT: AN INVITATION TO JOIN THE CITIES FOR CLIMATE PROTECTION CAMPAIGN RECOMMENDATION: I, That Committee refer the invitation to join 'The Cities for Climate Protection Campaign’ to G.V.R.D. as part of their Air Quality Management Plan, That Committee request the G.V.R.D. to join ‘The Cities for Climate Protection Campaign’ on behalf of all the municipalities within the G.V.R.D. BACKGROUND & COMMENTS: The Federation of Canadian Municipalities (FCM) has set a policy statement that municipal governments establish a policy target within their own jurisdiction of a 20% reduction in carbon dioxide (CO2z) emissions. Pursuant to its policy statement, FCM has established a partnership with the International Council for Local Environmental Initiatives (ICLEI) on an intemational campaign, Cities for Climate Protection, which encourages municipalities to reduce their emissions of greenhouse gases. In order to support the Cities for Climate Protection initiative, municipal Councils are invited to adopt the Canadian Declaration on Climate Change. By adopting the Declaration, each municipal government endeavours to: develop an action plan to reduce local emissions of green house gases; reduce energy use and emissions associated with municipally-controlled buildings and vehicles; and undertake initiatives to change public attitudes and behaviour. in order 10 help in the development of local strategies, participating municipal governments will be provided with: | a basig, framework on planning and management that will include a broad municipal agenda on climate change and international developments to reduce greenhouse gas emissions; and a periodic newsletter, Local Energy News, that highiights local initiatives as well as relevant national and international developments to reduce greenhouse gas emissions; and the opportunity to join innovative local model projects for reducing energy use in buildings and transpiration in intensive collaborative research, These reszarch projects will produce model municipal bylaws, case studies of successful focal initiatives, as well as useful new analytical tools and comparative insights into the determinants of municipal energy use; and an invitation to attend the 2nd World Municipal Leaders’ Summit on Climate Change, in March 1995, in Berlin, Germany. At this Summit, municipal leaders from around the world will gather to develop and share practical salutions to the challenge of climate protection. A Canadian delegation of municipal officials w also be selected to represent municipal government leaders as well as accompany the federal governmen the COP meeting. | "of Cont'd,
