Moved by Alderman Traboulay: Seconded by Alderman Keryluk: That the duplex strata title application for Lot 240, Plan 55551, addressed as 1670 Taylor Drive, be approved. Carried. Alderman Ranger voted against the resolution. Prior to passage of the foregoing resolutions Alderman Ranger stated in his opinion the duplex strata title applications should be deferred until the new Zoning By-law is passed. Discussion then ensued. From the City Engineer, November 6th, 1978 advising of a proposed amendment to the City of Port Coquitlam Subdivision of Land By-Law,..1970 No. 992 to allow for late-comer agreements. Moved by Alderman Laking: Seconded by Alderman Mabbett: _. That as recommended by the City Engineer, November 6th, 1978 the following amendment be made to the City of Port Coquitlam Subdivision of Land By-law, 1970, No. 992 as follows: Add a new section 511: 511 — Where the applicant is required under Section 502, Subsection d, e, or £, to construct any trunk water, sanitary sewer, or storm sewer mains beyond the boundaries of his subdivision to the benefit of other lands in order to connect to the City system or to provide excess capacity in his mains to the benefit of other lands, the City may enter into an agreement with the applicant to share all or part of the cost of any trunk water, sewage, oT drainage mains between the City and: (a) the owner of the land proposed to be subdivided; (b) the owner of the land proposed to be subdivided and the owners of any other land that will benefit from the main. Add a new section 512: 512 - Where the applicant benefits from a trunk water, sewage or drainage main installed by the City or by a previous subdivision, and where the City has entered into a cost-sharing agreement with a previous subdivider as provided in section 511, the applicant shall be required to pay to the City the amount determined by the approving officer based on his pro-rated share of the costs.
