Moved by Alderman Ranger: Seconded by Alderman Keryluk: That the Provincial Government be requested to enact legislation that would provide for the creation of a Provincial - Regional Transportation Organization which would be responsible for: planning Regional Transportation providing the necessary finances setting priorities for new Regional roads and improving public transit services; including planning and responsibility for the projects. Carried. Prior to passage of the foregoing resolution, Alderman Ranger suggested that if the Provincial Government becomes the only authority in this regard, the municipalities are put in the position of only paying the bill for services and having no say in the setting of the policy, and indicated that he felt that there was a need for the municipalities to have more input in the setting of policies and planning. Assoc.of Concerned a problem of misuse of the area along the Coquitlam River at the West Citizens re problem | : . . West end of Prairie | end of Prairie Avenue and requesting that Council take action to alleviate these problems. Moved by Alderman Traboulay: Seconded by Alderman Keryluk: That the letter of March 16th, 1977 from the Association of Concerned Citizens concerning a problem at the West end of Prairie Avenue at the Coquitlam River, be referred to the Public works Committee. From the Director of the Fraser Valley Regional Library Board, Director,FVRL re proposal for March 7th, 1977 being a Proposal for Financing of the Fraser Valley financing of FVRL | Regional Library, whereby the Operating Budget would be divided into Basic Servic Costs (to be apportioned in ratio of general assessments) and Branch Salary Costs (a direct repsonsibility of the the municipality) with full administrative control over employees being maintained by the Regional Library.
