June 30th, 1975 /ll. Moved by Alderman Laking: Seconded by Alderman Mabbett: That By-law No. 1388 be read a second time. Carried. The City Engineer, in speaking to Land Use Contract No. 13 as authorized under the proposed By-law No. 1388, advised that the provision for storm sewers has been divided into two sections - $24,000.00 to cover the South side of the development and $44,000.00 further down the South side "subject te refund" in the event that following a three-year period it is determined the work is not required. Alderman Traboulay suggested that the charge of $300.00 per unit for water service be reviewed since costs for pipe, etc., have increased and requested that the Public Works Committee take the matter under advisement. Alderman Laking stated he agreed with the suggestion made by Alderman Traboulay and requested that the charges made for Parks Land Acquisition and other services be reviewed as well. Alderman Traboulay inquired as to when it was expected the units would be available for occupancy, and Alderman Thompson advised the developer is going to try to get them on the market for next September. Alderman Traboulay observed it might be wise to keep a watchful eye on school accommodation in view of the additional population this project and others in the area will generate. Alderman Mabbett introduced a By-law to amend the "Traffic Regulation By-law, 1971, No. 1117". Moved by Alderman Mabbett: Traffic Reg. amend. NEW BUSINESS: Mayor Campbell re letter to Ho O.Lang re over~ruling jury system (viz.- H. Morgentaler case) From Mayor J.M. Campbell, being a draft letter proposed to be sent to The Honourable Otto Lang, Minister of Justice, protesting the handling of the Morgentaler case with respect to over-ruling the jury system, and Mayor Campbell requested Council's consideration in endorsing the letter.
