an unpleasant shock at its June
meeting when a request to allow a
portable office to remain on the

_ district property at Kenney St. and

Highway 16 was rejected by city
government. |

Terrace building inspector Bob
Lafleur said it wasn’t his decision
but he agrees with it. "The bylaw
allows a maximum of six months

(for permits to have temporary

portable buildings) except in
special circumstances, but some of
them get renewed and renewed."

Lafleur said he has several con-
cerns about the use of portable
buildings. They don’t conform to
the building cade, he said, in terms
of snowload capacity, ventilation,
exiting and flame-spread rating,
"It's not a healthy kind of environ-
ment," Lafleur commented. The
problem came up at a recent prov-
incial building inspectors’ confer-
ence. "In Surrey, it’s like a parking
lot in the school yards.”

ings, along with the school dis-

trict’s special services adminisira-
tion office on Kenney St., the one
for which the city declined a per-
mit extension. Most of the portable
buildings in town, however, are
being used as classrooms for over-
crowded schoo! buildings.

Several of those are being elim-
inated this year because the Minis-
try of Education is funding con-

struction of permanent classroom

additions to the buildings at
Uplands Elementary and Kiti
K’shan Primary schools. Lafleur
says he recognizes that the board
is stuck with the makeshift class-
rooms because capital allowances
from the government don’t keep
up with school growth in some
cases, but he adds that the safety
concerns are the same. However,
he doesn’t intend to pursue action
to have the portables replaced with
permanent structures.
Representatives of the school
board and administration held
discussions on the issue with city
officials July 3 at a meeting of city
council’s Public Works Commit-
tee, Trustee Wayne Braid, chair-
man of the board’s Facilities Com-
mittee, described the meeting
afterward as "quite exciting”, indi-
cating there had been some intense

agreement on whether recently
manufactured portables met build-
ing code requirements.

The board was attempting to
persuade the city that the special
services portable should be
allowed to remain where it is more
or less indefinitely, and at the
same time broaching the prospect
of moving two of the Uplands
portables to Caledonia. Senior
Secondary School to house a
daycare for the new Young Moms
program.

Braid said city alderman
appeared to be in favour of the
program but Lafleur seemed
opposed to allowing the portables
to used for it. In the end Lafleur
and Eberts were instructed to meet
and determine whether in fact the
buildings are up to code, and if not
how they can be made to conform
to the code.

Braid is convinced the buildings
are acceptable. "We do our best to
make them safe. If they weren’t,
we wouldn’t put kids in them:”
