The 7th World Trade Union Congress, recently held in Buda- pest, adopted a document on the subject of engineers, specialists and technicians, contrasting their situations in capitalist and so- cialist countries. We present ex- tracts from it: The scientific and technical revolution brings important changes in society, varying with the different forms of society. The increased numbers of en- gineers, specialists and techni- cians is one of the most charac- teristic features of the present stage of economic and social development. Rapid technological progress, the extension of automation, changes in the organization of production and the rationaliza- tion of management, and the in- creasingly complex nature of services have profoundly modi- fied the organization of work within the big centres of produc- tion and administration. The tra- ditional structure of the work force has been modified with an increased demand for better- qualified workers. Be consistent, Mr. Mahoney! adian Labor Congress should be the foremost champion of such unity against its class enemies. As everyone knows, Mr. Meany promotes the cause of United States imperialism in the international labor movement. By his actions the U.S. trade union movement has been divid- ed on the issue of peace. What is even worse, the George Meany-Lovestone clique, through its direct link-up with the U.S. Central Intelligence Agency, has dragged the AFL-CIO into col- laboration and support of US. imperialist aggression in Viet- nam, Africa, Latin America and elsewhere. Those who dare op- pose this stand are being hound- ed, blackmailed, excommunicat- ed and even murdered. To bring this position of the AFL-CIO into Canada runs coun- ter to the policy laid down by the CLC-affiliated membership in every convention since the McCarthy era of the fifties. It is tantamount to capitulation to U.S. reactionary pressure. Obviously there is more than mere coincidence that this takes place at the time of a stepped- up NATO campaign against the all-inclusive European security conference, proposed by the so- cialist countries of the Warsaw ’ Pact. It means that U.S. pressure is being applied both on the Canadian government and on Canadian labor unions to follow United States dictates. There could be nothing more disastrous, nothing that could do more harm to the Canadian labor movement at this time, than pursuit of policies leading to further division rather than unity. Such. policies will play into the hands of monopoly interests who wish to impose a reduction of workers’ real incomes, impose rationalization and _ physical speed-up on the production line, raise taxes on working people, and fix high prices as another form of wage cutting. To make this anti-labor policy stick they cut back on economic growth, deliberately foster unemploy- ment, promote anti-labor laws to put workers and their unions into a legal strait-jacket, a pro- cess which interferes with labor’s growing power to fight back against the monopolies. It is clear that Canadian labor cannot tolerate outside pressure and interference with its auto- nomous rights. Canadian labor needs unity and mass action, in both economic and political spheres, to push back the mono- poly attack on workers’ living standards. To get back to the Interna- tional Confederation of Free Trade Unions, what role does this body play today in the bat- tle for international trade union unity? Against imperialism and war?. : What precisely should the re- ST TS A LT IE “CONVERGENCE” THEORY ~The bourgeoisie would like to present the similarity of certain aspects of the scientific and tech- nical revolution in the advanced capitalist countries and _ the socialist countries as a social convergence of the two systems. But the technical changes and their consequences depend on the social system in which they take place. . Engineers, specialists and tech- nicians in the developed capital- ist countries find that their pre- vious privileged position has disappeared and that they now face poorer living, working and cultural conditions. In social production, they are increasingly becoming wage- earners whose surplus value is appropriated by the capitalists. The great mass of engineers, specialists and technicians are, in fact, wage-earners who must carry out orders of the manage- ment, orders which they cannot influence. In the capitalist sys- tem, engineers, specialists and technicians find themselves af- fected in those features which define their function: creative skill, the capacity to discern and decide. Like other wage-earners, their standard of living is constantly threatened by rejection of ob- jective standards based on their actual qualifications, by the use of subjective criteria by manage- ments which restricts promotion prospects. Even their jobs are often jeo- pardized. Rationalization of en- terprises and management caus- ed by financial concentration and the subordination of State inter- ests to those of the monopolies, © No excuse for disrupting labor unity lationship of the CLC be to- wards the ICFTU and other trade union bodies in the promotion of world labor unity? How can the Canadian Labor Congress best contribute to labor unity at home and abroad against the exploitation of multi- national and conglomerate mon- opolies? For peace and for an end to imperialism and war? These are questions that must be debated in the trade union movement now, openly and with- out preconceived notions, preju- dices and traditional red-bait- ing. There must be no capitulation to those forces who are out to weaken organized labor and its united struggle to achieve a bet- ter life, not only for itself, but for the vast majority of the peo- ple in our community who suf- fer in various ways from mono- poly domination and control, both foreign and domestic. Leaders of the CLC and its affiliated unions need to exam- ine this matter closely on the eve of the CLC Convention next May. But particularly, local unions, labor councils and their members across the country, should debate and voice their views on these matters in reso- lutions to the convention, be- tween now and the deadline for resolutions in early February. The time is short. Immediate action is needed. to extend, ra- ther than to. weaken labor unity. . UNDER SOCIALISM In the socialist countries the Situation is radically different. The working class, which is in power, is establishing closer re- lations with the engineers, spe- cialists and technicians and is actively involving them in the building of socialism. The technical, professional and cultural level of the working class is rising and at the same time, it is providing itself with a socialist “intelligentsia” through the scientific and technical revo- lution and the scientific manage- ment of social development. The scientific and technical revolu- tion is penetrating all fields of social life and the increasing role of science in production is bringing about profound qualita- tive changes in the forces of pro- duction. Socialist rationalization favors the more efficient use of econo- mic and financial resources, the improvement of the quality of products and the reduction of production costs. SCHOOL AND WORK Education in the socialist countries, by its democratic structure, has enabled them to realize one of the fundamental principles of new education and socialist teaching, the unity be- tween school and work. The polytechnic content of profes- sional education and the exten- sions of primary school educa- tion create the conditions for the further training of the workers. The planning of labor require- ments makes it possible to solve the problem of relationship be- tween a _ highly-trained labor force and the education system. The development of socialist democracy for all of society, the fact that the economy and schools follow systematic plans, which are worked out with the help of the’ workers, including engineers, specialist and techni- cians makes possible the best balance between the needs of the national economy and the per- sonal and professional needs of the individual. Although problems may arise and call for solutions, it is only under socialist conditions that the scientific and technical revo- lution is being used in the inter- ests of humanity and that man consciously determines the social relationships. The quality, the pace and the effectiveness of the scientific and technical revolu- tion will be the decisive factors in the economic competition be- tween socialism and capitalism. BASIC LABOR FORCE Thus, the great mass of en- gineers, specialists and techni- cians are increasingly becoming a basic labor force in production and cannot be considered sepa- - rate from the traditional working force. There was and remains a se- vere lack of attention on the part of the trade unions towards engineers, specialists and techni- cians.
