City Engineer SUBJECT: Mary Hill Bypass Ungrading Contract Recommendations: That Council award the Tender fer the Mary Hill Road Upgrading to Jack Cewe Ltd. based on the Tendered price of $743,294.12. Backgiround & Comments: This work involves the reconstruction and widening of approximately six hundred metres of Mary Hill Road from the southern boundary of the Westview Subdivision to the Mary Hill Bypass. The Tender Opening was held at City Hall on Tuesday September 15, 1990, with the Purchasing Manager, representatives from the City Engineering Department, and Associated Engineering Ltd. in attendance. Nine Bids were received, and the prices for this work range from $735,300.00 to $992,870.00. Attached is a Bid Evaluation prepared by Associated Engineering Ltd., dated September 19, 1990, which recommends that the work be awacded to Jack Cewe Ltd. who is the second lowest bidder at a price of $743,294.12. The lowest bid from Dayross Developments Ltd. in the amount of $735,300.00 is not recommended for acceptance because the bid was based on using river sand as the fill material rather than the six inch minus sand and gravel. Golder Associates Ltd., a Geotechnical Consultant, reviewed the use of river sand as meted on the attached letter dated September 19, 1990, and recommended that viver sand not be substituted for the type one and type two (six inch minus) sand and gravel fill material.
