Statutory Right-of-Way Acquisition Authorization By-law,
1980, No. 1726".

A copy of the above noted By-law is attached and is available for final
reading. It is my understanding that, at this time, Council wishes to
give further consideration to the points raised by Mrs. Kathieen Muldoon
at the meeting of January 21st, 1980:

i. That a statement be contained in the By-law concerning the
rights of persons from whom the City wishes to acquire a right-of-way
to refuse to grant the right-of-way or to negotiate the compensation
proposed to be paid.

2. That all negotiations for rights-of-way take place at a Council
meeting.

Perhaps when this matter is under consideration by the Council it would
be appropriate to allow Mrs. Muldoon, if she is in attendance, a further
oppercunity to present her arguments to the Council.
