Mheeler, Recreation Manager/Deputy, Director SUBJECT: PCAPA — Request To Install Storage Fac11 it1es Recossnendation: That the request received from the Port Coquitlam Amateur Athletic Association to install two or three steel storage containers be approved in principal as per their proposal, provided the City and PCAAA can agree on locat1ons for these containers. Purpose/Problem: The purpose of this report is to provide information and a recommendation regarding the request received from the Port Coquitlam Amateur Athletic Associat1on to install two or three containers at two City recreat1on facilities. steel storage Background Information: Storage of equipment is a real problem for sport/serv1ce associations and department programs in Port Coquitlam. As a result, we have discussed th1s issue with PCAAA on numerous occassions over the last several years. Each d1scussion has resulted in a sim1lar conclusion that th1s issue is something that should be addressed each time we renovate or expand one of our facilities. In the inter1m, PCAAA has approached us with a proposal to install one or two steel storage conta1ners at the Port Coquitlam Recreation Centre and one steel storage container at Centennial Pool. Exact location of the containers at these sites has not been discussed and will have to be agreed upon prior to f1nal approval. 2/ Ki-V iq / 1992 Although staff understand very well the storage issue, they do have several concerns that should be discussed regarding this proposal. Nith PCAAA continuing to expand their storage requirements, the issue of "me too" becomes a real potential problem. Several other organizations have already started to raise the issue of storage and we fear the vision of our temporary storage facilities one day being "ringed" with envision the expansion facilities. On the other hand, we do of the Port Coquitlam Recreation Centre at some point in the future and are therefore also reluctant to encourage any additional permanent storage structures to be constructed. The second issue relates to the installation of the containers. Staff feel that if the containers are going to be set on concrete corner blocks, then some kind of pad should be prepared so that we do not have long grass growing out from the underside of the containers, thereby avoiding increased maintenance costs. The third issue relates to a number of ideas currently being reviewed by the staff for this outside area at the Port Coquitlam Recreation Centre. It is unc'lear whether or not PCAAA's proposal would in any way conflict with these program/service ideas. Our current facility is fiibled to overflowing. We recently were granted a Casino licence by the Province and the event proved to be very successfull . We now have the funds to provide additional storage units and wish to work with the tjity to install two or t;hree metal storage units at suitable locations in the City, Our plan is to install a cont;ainer possibly two) in the area where our current st~rage facility is located. The type of cont;ainer would be e remodelled shipping container which would be located on cement corner blocks cnly making them movable if required. This would be in keeping with the City's desire to avoid any permanent buildings at, this time, We would also like to a Container at the Centernial Pool to be used by place the swim club and we understand part of it, would be available for Gity use. ( These containers would be modelled in the same manner as the surrounding city facilities and would be painted in whatever colors the City might request at our expense. The only assistance we would require from the City would be Access to electricity for heat and ligi't which would be on separate meters which we be responsible for. Wheeler, Recreation Manager/Deputy Director SUBJECT: Art Productions Ltd. — Request for Free Use Rec(xmaendation: It is recommended that Art Productions Ltd. be granted one free use on November 15, 1992 at Hyde Creek Centre and that the Civic Events account be charged for this rental. Purpose/Problem. The purpose of this report is to provide information and a recommendation regarding a request received from Art Productions Limited for two free rentals at Hyde Creek Recreation Centre. Background Information: September 20, 1992 Art Productions Limited had booked Hyde Creek Recreation Centre for an "Art and Silk Plant" sale from 7:00am to 5)30pm. Since this sale was booked in the Spring of 1992, we were not aware that the Terry Fox Run was scheduled for the same day. As a result, the space required by Art Productions Ltd. (gym) was available on September 20, 1992, but access would have been limited as a result of Laurier Avenue being closed during portions of the run. Parking would have also been a real problem. On "caught" this problem approximately one week before the event and called the President of the company, Mr. Malone, to forewarn him. We explained the problem and offered to assis. him with relocating the event to the Port Coquitlam Recreation Centre (Mabbett Room). He felt that it would be to difficult to properly notify people of the change of location and decided to cancel the event. We NOV 0 2 I992 outlined in his attached letter, he was able to pull the before they were circu'lated, but d1d incur the cost of havingflyers the flyers pr1nted ($ 678.00). He returned his damage deposit and did penalize h1m for the late cancellation of the event. Mr. Malone isnot requesting two free facility rentals as a way of compensating h1m for his inconvenience and expenses. As I would concur with Mr. Malone comments to me over the phone that we do have a responsibility to forwarn him of issues that may prevent access to the building at the time of setting up the contract. However, this presents a couple of problems for the department: 1) 2) Staff in the Parks and Recreation office were not aware of the date for the Terry Fox Run when th1s contract was set up. The letter from the Kinsmen to the Mayor regarding th1s event was not forwarded to us until late August. The Parks and Recreation Department does not authorize the closure of the roads for th1s or other events. Loss of revenues incurred by the Department for the September 20, 1992 event were $ 540.35. I feel that the C1ty, as an organization, 1nconvenienced this gentleman and as a result should at least partially compensate him for his expenses by providing him w1th one free rental. Loss of revenues related to this solution should be charged against the civic events account so that the Hyde Creek Centre is not absorbing this addit1ona'1 loss. The Committee generally felt that they did want access and that there was a need to contact the City's solicitor as to what was needed to do legaUy. Recommendation: That the Parks & Recreation Director contact the City's solicitor for clarification of what the City has to do to ensure that the lane is seen as being used for public use. ted ItetnNo 2 The Committee discussed the attached memorandum from the Parks & Recreation Director. Recommendation: That an appropriate letter be sent to CPR from Councillor Thompson. The site meeting had to oe cancelled; however, I spoke with her on the telephone about the City wishing to open the lane for access onto the river. She was not pleased; in fact, she indicated she would certainly let City Council know that this was not appropriate. Due to the fact that this issue may become politically sensitive, would like to discuss this matter with Committee for further direction. I lsd NGV 0 L fggz Excerpt from the September 28, 1992 Parks & Recreation Committee Minutes: item No. 1 Delegation - Mr. Sewell re: C P.Rail's Use of Lions Park Brent Sewell and Roger Forester of C.P.Rail were in attendance to discuss their usage of Lions Park on July 26, 1992. They indicated that 2,056 C.P.R. employees and family attended the picnic. The parking area was used for buses to turn around. This was done to prevent the buses from blocking the lanes. The washrooms were not "roped off", in fact 12 port-a-potties were brought in to accommodate the large crowd. In their opinion, no members of the public were denied access to this park. Recommendatii: To have staff prepare a short information report after talking to the Parks Foreman and report back to Committee. It appears that the washrooms were open to the public; however, they were roped off, giving the impression that they were for the picnic users. We had received complaints at the general office that the public were denied access to the parking lot and they were given the impression that the park was for CPR personnel only. Even though CPR maintains that they did not close the park; unfortunately, the "public s impression" was that they were not welcome. would suggest that in the future„ if such a large company picnic is hosted, that the company be required to put up a sign two weeks prior, indicating that there is a company picnic but that the park is open. I-lopefully, this would provide clarification so as not to confuse the public.
