Without any further natice the forestry department is in duty bound to prosecute every offender, There is no excuse for starting a fire and much lesa is there any exeuse for the gov- ernment to, show any mercy. Fires started this week have been deliberate or gross carelessness— neither reasons are excuseable. Unless the government. does prosecute to the limit al) of- fenders, the government forfeits its right to call.ont men and boys to fight fires. Any person who has an occupation will be justi- fied in refusing to answer the eall. The invitation was sincere and it is hoped that Conference will see its way clear to send him back for another year at least, Rev.
