(4) A proposal adopted under subsection (3) mav be changed or cancelled by a resolution adopted by at least 75% of the municipalities, school districts and regional districts referred to in subsection (2). [New] 42 HOW REGIONAL LIBRARY DISTRICTS ARE FINANCED (1) On or before March | in each year, the library board must provide a copy of the budget approved by the library board under section 39 to the council of each municipality, board of trustees of each school district and board of each regional district represented on the library board. (2) The approved budget must show the share of the cost of providing library service that was apportioned under section 41 to each of the municipalities, school districts and regional districts represented on the library board. (3) The secretary of the library board must provide, (a) to the council of each municipality forming part of the regional library district, a certificate of the amount shown under subsection (2) in the budget for that municipality, (b) to the Surveyor of Taxes, a certificate of the amount shown under subsection (2) in the budget for each regional district or school district forming part of the regional \ibrary district, and (c) to the treasurer of a regional district to which service is provided by the regional library district under an agreement made before section 27 comes into force, a certificate of the amount shown under subsection (2) in the budget for that regional district. (4) On or before August | in each year, the amounts certified under subsection (3) must be paid to the library board by, (a) in the case of a municipality, the treasurer, (b) in the case of a school district or of a regional district except one referred to in paragraph (c), the Minister of Finance and Corporate Relations, and (c) in the case of a regional district to which service is being provided by the regional library district under an agreement made before section 27 comes into force, the treasurer of the regional district.
