Traboulay, Mayor of Port Coquitlam, Mr. B. Kirk, City Acwinistratoer and Mr. J. Maitland, City Treasurer. The main topic of discussion centered around the above noted property and its relationship to 398(q.1) M/Act. During our discussion I advised the Mayor that I would bring his concerns to your attention. The following scenario hopefully embraces the concerns: Backoround The property in question is located in the Meridian industrial Park in the City of Port Coquitlam. ‘The site contains 0.85 acres. The improvements consist of a 17,320 square foot, 24' height modern light industrial building with related yard paving. The building is not unlike other buildings in this park. The property is used as a medical waste treatment and transfer facility. As I understand the process trucks offload biomedical waste (from hospitals & clinics) in an enclosed area. Certain wastes are then put through an autoclave steaming process, kagyed and sent to particular sites. Wastes which cannot be processed are held in a freezer until shipping to a special incinerater in Washington State. There is no recovery waste nor is there a commercial or useful product produced. Permits from the Ministry of Environment, G.V.R.D. etc. are required and have been obtained. The entire property is used for this particular purpose. For the 1991 Assessment Roll the assessments are taxable. No exemptions are applicable under 398(g.1) in that the facility was not in operation as of September 30, 1990 (Could not operate as the required permits were not in place).
