THE CORPORATION OF THE | C ¢ UJ \ C [| me CITY OF PORT COQUITLAM | ~ "MEMORANDUM AUG 25 1095 TO: B. Kirk August 21, 1986 City Administrator FROM: F.E. Peters, P. enge, City Engineer SUBJECT: Sewer Connaction at 1823 Harbour Street - Public Works Committee ~ August 19, 1986 Recommendation: That the property at 1823 Harbour Street be allowed to connect to the existing sanitary sewer without extending it across his frontage and that the City budget next year for the extension of sanitary sewer along the entire street. Meant en tains at aon ek a SE Background and Comments: The property at 1823 Harbour Street has a malfunctioning septic tank and the owner has been ordered to correct It. The sanitary sewer is actually constructed to his east property line and he would have no trouble connecting to ite As a condition of connection, he has been asked to extend the sewer across his frontage. The intention was that each owner would axtend the sewage across his own frontage prior to being allowed to connect and In this way we would get the sewer bull t on the whole street without anyone paying excessive costs. There are Hydro poles directly in line with the required sewer extension and therefore this approach would be quite costly to the owners. j i : i -An alternative approach would be to go back to the practice which we followed a number of years ago whereby the City extended sewers through existing development. We have a Sewer Future Capital Reserve bullt up for this purpose. We have not done this for a number of years because all areas of the City which could be sewered were already on sewer. We now have a pump station and truck sewer main avallable In this area and it would be reasonable for the City to extend the sewer along Harbour S+reet to hook-up al! the properties which are now on septic tank. The owners of the property would then pay the connection fee but not the cost of the main. cores Feee nase ed Shinn Bh VRAD ETA EN £5 a eth The Committee agrees with this approach but is recommending the sewer main extension be budgeted for next year because we do not have the manpower to do the work this year. In the meantime there will be nothing preventing the property in question from hooking up to the sewere F.E. Peters City Engineer FEP/k.In
