The CTC/RTC and the Provincial Ministry of Transportation and Highways
should draft terms of reference for the development of such a plan for
review and agreement by all affected parties: regulators, operating

companies, producers, shippers and municipalities. The contributions

Of municipalities, like those of other participants, would be based on
areas where they have jurisdiction and expertise.
