Prior to defeat of the above-stated resolution, Alderman Ranger. stated he

out patrol work and naintenance of dykes. and pumping ; facilities in the dyking and
drainage system; however ; “although . the changeover has: provided more thorough main~ .
tenance of the sysem, the present Financing does. not produce enough. revenue to
carry out. any capital expenditures, and that in addition to. regular aintenance,
, the City -has carried out -c certain: works. ‘such as ; repairs to: ‘the. floud boxes, ‘flood
gates, and some ditch cleaning thereby. spending considerably nore. money than in
the | past, and advising that some members of the ‘Concerned Citizens ‘Association
