Commercial Developments: Commercial development along Citadel Drive will be encouraged to minimize the amount and impact of front yard parking by providing appropriate landscaping to soften the visual impact of parking areas from the road. Vehicular access to commercial developments shall not be permitted from Citadel Drive. Landscaping: Parking and loading areas visible from streets and adjacent residential buildings should be screened by substantial landscaping. Interplanting of the parking areas with trees is required. Retention of mature trees to integrate into the overall landscaping is encouraged. All vegetation used for landscaping shall be mature and of a quality acceptable to the Municipality. All planting must comply with the standards of, or similar to, those endorsed by the B.C. Society of Landscape Architects (B.C.S.L.A.) and the B.C. Nursery Trades Association (B.C.N.T.A.), and which are specified in the British Columbia Landscape Standard (B.C.S.L.A. and B.C.N.T.A., 1984), or as it may be amended. All materials, other than vegetation, used for landscaping shall be "non-skid" type and of durable quality. All landscaping fronting streets shall use trees where possible. Signage: All signs and signage should be architecturally coordinated with the overall design of buildings and landscaping. Free-standing signs shall be incorporated into the design of the landscaped areas. No commercial yard or building shall be illuminated, or contain light sources that illuminate, adjacent or nearby residential designated properties to an intensity similar to or higher than the levels of illumination that are created by existing street lights on the said residential designated properties. Implementation: To facilitate implementation of these guidelines, any Development Permit issued for property within this Development Permit Area II may, subject to the restrictions of the Municipal Act and unless otherwise specified in the above guidelines, vary or supplement any provisions of the bylaws regulating zoning, parking, works and services, drainage, signs, screening, landscaping and subdivision. Minor variations to an approved Development Permit which do not change the intent of the guidelines may be permitted without an amendment of the Development Permit, subject to the approval of the Director of Community Planning.” 2773 3 ITER | PAGE | 11 |
