; ’ THE CORPORATION OF THE ° CITY OF PORT COQUITLAM MEMORANDUM NOV 18 1985 TO: B. Kirk November 14, 1985 City Administrator . FROM: F.E. Peters, P. Eng., City Engineer SUBJECT: Proposal for Industria! Development at 1725 Coast Meridian Road ~ Works and Services Committee November 12, 1985 . Recommendation: That the City do not enter into a cost sharing arrangement an Coast Meridian Road at this time. The development at 1725 Coast Meridian Road “equires the extension of Sanitary Sewer, water main and the reconstruction of Coast Meridian Road in order to Proceed with Subdivision and development of the Property, The City Previously considered a Proposal from the developers for the cast Sharing and repayment of servicing ‘costs along Coast Meridian Road, and this Proposal was rejected because of higher priorities for-City funds. The developers have once again submitted a Proposal which Is Somewhat different then the previous one and the Works and Services Committee Has again looked The Committee feels that this Proposal Is less attractive then the Previous one in Some respects. For one thing, the cos+ estimates for the work are now higher meaning the City would have to come up with higher funds. The Proposal also intends to leave Coast Meridian aS a grave! road for two years after subdiviston. This would clearly be a maintenance Problem tor the City with Industrial traffic using the road. The Proposal suggests tha+ all the developments D.C.C's Including road and drainage be applied towards the Servicing costs of water and sewer. This ts clearly illegal under our enabling legistation. The proposa! now requests repayment of the road costs Within three years which fs better than the previous Proposal. However, {+t still forces the City to commit road construction funds to this particular project at a time when other Priorities exist. The Committee therefore Is not Prepared to recommend any cost Sharing arrangements at this time. é FE. Peters, P. Erfg., City EngtIneer FEP/kIn | | I. ee: TUNG OR eet np END Reesaeraree
